The essentials:
- Insulate first. For unconverted lofts, France Rénov’ states that insulation “slows the entry of heat” in summer and can deliver up to 30 % savings on the bill.

- Old stone house: thick walls rule out chasing refrigerant lines into the masonry. You route them through the loft, a service shaft or façade trunking.
- Vieux-Nice, Èze, Saint-Paul-de-Vence: the exemption created by decree no. 2026-117 does not apply inside a site patrimonial remarquable; the formal agreement of the Architecte des Bâtiments de France is still required.
Can you air condition a loft or an old house at all?
Yes — and it is one of the most common jobs both in the hinterland behind Nice and in the town’s period apartment buildings. Three constraints come up every time, and none is a deal-breaker.
The walls. You do not chase a refrigerant line into 50 to 70 cm of stone. Instead the pipework runs through the loft, through an existing service shaft (a disused chimney or riser) or in a façade trunking — which then becomes visible, with the planning consequences set out below.
The electrics. Many older houses in the Alpes-Maritimes still run on a consumer unit predating the current NF C 15-100 standard, while air conditioning needs its own protected circuit. Local installers report that bringing the supply up to standard usually runs to a few hundred euros: that is a trade rule of thumb, not published data, and should be itemised on the quote.
The loft itself. The hottest room in the house, and often the one people sleep in. Two technical points are critical: condensate drainage (a proper fall or a condensate pump, otherwise a ceiling will stain within two summers) and the clear height available for an insulated duct.
One stubborn belief is worth correcting: “thick stone walls keep a house cool on their own.” Thermal mass only works if the stored heat is dumped overnight. Along the Riviera coast, where tropical nights (minimums above 20 °C) are becoming more frequent in July and August, night purge ventilation no longer empties the walls, and the house stays warm for days after the heatwave.
Should you insulate the loft before installing air conditioning?
Yes, and the order is not negotiable. Cooling an uninsulated roof space means oversizing the equipment to offset gains you could simply have removed: you pay twice, once at purchase and then on every bill.
Insulating the rafters or the loft floor is also the only part of the job that MaPrimeRénov’ will fund. Many owners miss this distinction: air-to-air heat pumps — that is, every reversible air conditioner — are not on the list of grant-eligible equipment, whereas roof insulation is.

Three items really move the figure in an older property: the length of the refrigerant lines (in a Niçois village house, the only workable spot for the condenser is sometimes 15 m from the indoor unit), the electrical upgrade and any plastering on a ducted job. Do you need consent in Vieux-Nice or a protected area?
This is where the 2026 rules are most often mis-summarised. Decree no. 2026-117 of 20 February 2026 did create a planning exemption, applicable to work started from March 2026 — but it is doubly limited.
First, the text covers “the installation on a façade of a heat pump that is not visible from public land, from a road open to the public, or from another building with a view of the installation.” A unit sitting on the ground in a garden, or on a roof, does not fall under that specific exemption.
Second — the decisive point in the Alpes-Maritimes — the exemption expressly excludes buildings inside the perimeter of a site patrimonial remarquable, buildings listed as historic monuments, buildings in the setting of a historic monument, classified sites and nature reserves. So in Vieux-Nice, Èze village, Saint-Paul-de-Vence or Le Suquet in Cannes, nothing has changed.
Inside those perimeters the Ministry of Culture is explicit: work altering the external parts of a building requires prior authorisation, and that authorisation “is subject to the agreement of the Architecte des Bâtiments de France”. An agreement, not merely an opinion: without it the authorisation cannot be granted. The maximum processing time for a prior declaration rises to two months, with the heritage architect given one month to rule. Can you air condition a loft with limited head height? Yes. Below 2.20 m under the ridge, ducted becomes awkward because an insulated duct needs 25 to 35 cm. You switch to a wall split on the gable, or a floor console — neither eats into usable height.
Is loft insulation compulsory before fitting air conditioning? No regulation requires it, but it is the right order: insulating cuts the capacity you need, and therefore both the equipment cost and the running cost. It is also the only part of the project MaPrimeRénov’ will fund, unlike air-to-air cooling.
Can an old house in Vieux-Nice have air conditioning? Yes, but the outdoor unit must be approved by the Architecte des Bâtiments de France, whose agreement is mandatory in a site patrimonial remarquable.
